The House of Representatives is moving forward with plans to transform Nigeria’s emergency response framework by setting up a centralized emergency call center along with implementing a single, standardized shortcode for all distress calls across the country.
This initiative is led by Hon. Emeka Martins Chinedu, representing Ahiazu Mbaise/Ezinihitte Federal Constituency, through the sponsorship of the National Emergency Call Center and Short Code ( Establishment ) Bill 2025 (HB.2343).
The bill, which has recently cleared the first reading stage in parliament, aims to establish an efficient, technology-assisted system akin to the 911 emergency response framework used in the U.S., guaranteeing that Nigerians can reach out via a unified, user-friendly number for various crises such as thefts, fires, health emergencies, or natural calamities.
Hon. Martins states that the suggested system will function as a nationwide hub, enabling instant connectivity between citizens and appropriate emergency services like the police, fire department, medical facilities, and disaster response organizations.
'The present emergency response system in Nigeria is disjointed and difficult for the typical citizen to navigate. There should be a single protocol that applies universally and covers all kinds of emergencies,' he stated.
The bill is one of five proposals recently put forward by Hon. Martins, each designed to tackle significant shortcomings in the nation's progress.
The additional bills proposed by the legislator encompass suggestions for establishing a National Institute of Cinematography and Entertainment City (HB2341), setting up a Federal Center for Technical Training and Competency Building in Mbaise (HB2342), forming a National Independent Project Oversight and Assessment Authority (HB2344), as well as drafting legislation for a Real Estate Development Bank slated for 2025 (HB2345).
Should this legislation be enacted, the Emergency Call Centre Bill would represent a substantial advancement in Nigeria’s ability to promptly and effectively address critical emergencies, likely rescuing thousands of lives each year.
