The African Development Bank, collaborating with the Islamic Development Bank, Nigeria's Federal Government, and Abia State, has initiated theAbia State Comprehensive Infrastructure Development Initiative, a groundbreaking $263.8 million project aimed at upgrading city infrastructure, improve transportation, and support equitable, climate-resistant growth within the next five years.
The initiative tackles significant deficiencies in urban transportation, soil erosion prevention, and garbage disposal that have persistently limited movement, public health, and economic output in the cities of Umuahia and Aba within Abia State.
The African Development Bank is investing $115 million in the project, with $100 million coming from its ADB window and $15 million from the Canada-AfDB Climate Fund (CACF). The Islamic Development Bank is also supporting the initiative with $125 million, while the Nigerian Federal Government is offering $23.8 million as matching funds.
The initiative aims to repair over 248 kilometers of roads in Umuahia and Aba cities, fix two areas affected by erosion, and encourage private sector involvement in waste management via collaborative partnerships between public and private entities.
Abia State, similar to many quickly expanding areas, has encountered increasing infrastructure issues due to urban growth, environmental factors, and insufficient funding over the years. Cities like Umuahia and Aba are dealing with deteriorating roads, risks of soil erosion, and overloaded waste management systems. This initiative marks a clear move towards comprehensive, climate-resistant urban development that promotes equitable growth and lasting sustainability.
At the launch, Dr. Alex C. Otti, Governor of Abia State, highlighted the initiative as a significant milestone in the state's efforts to revitalize its infrastructure: "The benefits of progress are more substantial when backed by partners who share your vision. Our focus is on improving living conditions, increasing access to education and healthcare, and boosting economic output. Confidence from investors is increasing, public hope is growing, and Abia is becoming a preferred location for opportunities and influence."
The project is anticipated to create more than 3,000 temporary positions during the construction period, with 30 percent specifically allocated for women, and around 1,000 long-term jobs once the project is operational. A significant aspect of the initiative is its emphasis on youth employment and training: half of the permanent positions will be filled by young individuals, who will receive training via the State Youth Road Maintenance Corps—a group of local engineers from all 17 Local Government Areas within Abia State.
Dr. Akande Oyebola, Assistant Director in the International Economic Relations Department of the Federal Ministry of Finance, emphasized the Government's backing: "This project marks a major step forward in our joint endeavors to boost economic development, enhance infrastructure, and raise the standard of living for residents of Abia State."
Dr. Abdul Kamara, the Director General of the African Development Bank's Nigeria Country Department, praised the leadership of both the federal and state governments. "This initiative is based on collaboration, vision, and lasting effects," he stated. "At its heart, this project focuses on people, aiming to cut travel time in half, boost earnings, enhance access to educational institutions and healthcare facilities, and provide opportunities for entrepreneurs, especially women and young individuals, to succeed."
In addition to the physical structures, the initiative includes extensive social and environmental protections. This involves providing education for female and young business owners, assistance with relocation, initiatives promoting awareness about HIV/AIDS and STIs, and improved procedures for purchasing and financial administration.
Otumchere Oti, the Abia State Minister of Works, emphasized the state's dedication to transparent implementation.
"Today, we assure all stakeholders, our development partners, contractors, communities, and government bodies, that the implementation process will be driven by care, openness, and responsibility. Our monitoring systems are strong, and our commitment is firm. This is a crucial time for Abia State, and we will meet it with resolve and solidarity," he stated.
The African Development Bank will offer technical assistance, enhance capabilities, and ensure thorough implementation oversight via its Nigeria Country Department and specialized teams.
The introduction of the Abia State Integrated Infrastructure Development Project represents a significant step in the Bank's dedication to supporting Nigeria's development goals via inclusive and environmentally responsible infrastructure investments.
